Cover Girl, one of the few female characters in the GI Joe series was also one of the few background characters sprinkled through the GI Joe: The Rise of Cobra movie. As a member of the GI Joe team, Cover Girl is a tank jockey, specializing in the Wolverine missile tank, and a respected mechanic.
Prior to joining G.I. Joe, Cover Girl was a highly successful fashion model from Peoria, Illinois who graced the covers of countless magazines, but she found the world of modeling unfulfilling and joined the army to seek out new challenges in life. She felt very driven to master distinctly unfeminine traits in order to prove that she was not just a pretty face.
In 1982, the GI Joe storyline was relaunched with a complex background story of ”good vs. evil”involving an ongoing struggle between the GI Joe Team and the evil Cobra organization, a ruthless terrorist organization determined to rule the world. As she was not a member of the original GI Joe team, Cover Girl was introduced to the Joes lineup in 1983.
While a costume wasn’t created specifically for Cover Girl, there is a Scarlett GI Joe Costume that can be used in place of a Cover Girl GI Joe Costume:

She also wears dog tags, sports an over the shoulder black carrier and wears a holster on her left leg for the gun she usually carries in hand. You can finish the look off with a red wig.
